The Starkville Police Department has arrested a 42-year-old man named Draper Manning, charging him with kidnapping, two counts of grand larceny related to motor vehicle theft, and petit larceny. According to police reports, Manning is accused of stealing a firearm and then forcing an adult along with two children to drive him to Starkville against their will.
